Pensions

By Carol S. Timm

Candidate for Member, City Council; City of Upland

This information is provided by the candidate
Should the public safety employees pay their part of the pension?
Yes, the employees should pay their full share of 9%. The police and fire offered to pay their full share of employee contributions in 2012 which would be 9% and were turned down by the city council because they wanted a two year contact. The city said they wanted to look into outsourcing police and fire. Since it would save the city approximately $800,000.00 this year, which considering we have approximately $800,000.00 in our General Fund, it would seem logical that the city accept this. After checking with the San Bernardino County Sheriff, our own police department was less expensive, therefore it also did not make sense that we turned down the police unions offer to pay their full 9%.

Starting in 2013, their full share according to state law is 12%. However, in 2013 the state is changing the pension for all new hires to 2.7 @ 57 and for current employees their pension will be changed from 9% to 12%. It has to be negotiated through collective-bargaining with the city by 2018 or it will be imposed.
