Shall there be a limit of three consecutive terms in office for Buellton City Council Members?

MEASURE C2012 To Be Submitted to the Voters of the City of Buellton Currently, the City of Buellton has no limit on the number of terms an individual may serve in the elected office of City Council Member of the City of Buellton. If passed, this measure would limit an individual from serving more than three (3) consecutive terms of office (a total of 12 years) as a City Council Member of the City of Buellton. There is no lifetime prohibition or limitation on the total number of terms an individual my serve as a City Council Member. After 12 consecutive years of serving as a Council Member, the individual must not participate in one municipal election cycle before again running for office. If such individual is then re-elected, a new limitation of three (3) consecutive terms of office (12 years) begins again. Moreover, if an individual for any reason serves less than three (3) consecutive terms of office, re-election following at least one municipal election cycle would begin a new limitation of three (3) consecutive terms of office. A "Yes" vote on Measure "C2012" is a vote for a term limit of three (3) consecutive terms of office as City Council Member of the City of Buellton. A "No" vote on Measure "C2012" is a vote to maintain that service on the City Council is without term limits. VOTE YES FOR MEASURE C2012 The undersigned author of the argument in MEASURE C2012 City of Buellton ARGUMENT IN FAVOR OF MEASURE Currently, the City of Buellton has no limits on the number of years a person can run for office and sit as a Council Member. If passed, this measure would limit a person from serving more than three (3) consecutive terms of office as a City Council Member of the City of Buellton. After 12 years of serving as a Council Member, the person must take a break from service for two years but could run for City Council again after the two year break is finished. This measure provides maximum choice and flexibility for voters and candidates. For each Council seat, voters may elect a new member, reelect an incumbent for a second or third term, or elect any former Council Member who is not an incumbent. This would be in the best interest for our community and our City government by providing voters a wide range of candidates. Term limits for Council Members would allow others to run for office and encourage alternative opinions and decision making. There is an abundant supply of qualified candidates in our City who are willing to give their time and effort to being a Council Member. Buellton needs to value and encourage new candidates and new perspectives and term limits would ensure that there are always vacancies on the City Council for new candidates to pursue. favor of Measure C2012 at the General Election for the City of Buellton to be held on November 6, 2012 hereby states that this argument is true and correct to the best of her knowledge and belief. /s/ Holly Sierra Mayor, City of Buellton

Full Text of Measure C2012
THE PEOPLE OF THE CITY OF BUELLTON DO ORDAIN AS FOLLOWS: Chapter 2.04 of the Buellton Municipal Code is hereby amended to add a new Section 2.04.090, to be read, as follows: "2.04.090 Initiative Measure Establishing Term Limits for City Council Members. No person shall serve whether by means of election or appointment, more than three (3) consecutive terms of office as a City Council Member of the City of Buellton. A partial term of office shall be considered to be a full term where more than one-half of the regular term of office has been served. Notwithstanding the foregoing, in the event one or more City Council Members have served three (3) consecutive terms and no one has been nominated at the next election to serve such vacant Council seat(s), such City Council Member(s) is entitled to serve a fourth term of office either by election or appointment by the City Council."
