Quiet Zones for Railroad Crossings

This paper outlines the efforts and strategy to create Quiet Zones (QZ) in Galt.
Upon moving into Galt in 2008, I began to research Federal Railroad Administration (FRA) requirements for a QZ. Over two years was spent testifying before the Galt City Council encouraging the city to undertake the engineering study necessary to begin the development of a QZ.

In 2011, the City Council approved the expenditure of $60,000 for the study. The engineering company conducting the study presented their findings to the City Council with recommendations for a QZ on the North-South tracks from Orr to Kost Streets. This QZ was estimated to cost approximately $450,000 to $500,000. Construction is schedule to begin in the Spring of 2013 with completion projected in 2014.

A QZ must be approved by the Union Pacific Railroad, the County of Sacramento and the City of Galt.

Without my persistence, the QZ would have not been undertaken even though citizens living in Galt have complained for years of the train noise at night.
