Clarification of issues raised during this Election.

Some statements and issues have been raised prior to and during this campaign the following statement helps to clarify them.
I have heard and seen comments about water issues in the Beaumont Basin prior to and during this election period. I feel comments should be made about some of these for additional clarification. It was announced and discussed at a Beaumont City Council meeting BCVWD turned of the water to Pioneer Mobile Home Park because of none payment of their bill. It was further discussed the fire suppression "fire hydrants" was impossible to operate. The fire hydrants were never turned off and the residents of the park and neighborhood were not in danger of fire as the fire department has water available. New legislation will go into effect in 2014, it will limit the availability to withdraw water from the Beaumont Basin and the possibility of fines and fees for over consumption. The 2014 date mentioned was because in 2004 agreed stipulated adjudication by the Riverside County Court system. The adjudication does require actions by BCVWD and all the other parties listed. The water district has been addressing the terms of the adjudication including not only the purchase of water from the SGPWA and developing water capture facilities to collect and recharge the basin so there will be available for the district's customers current and future needs. Gray water has been mentioned as a source of water we need to evaluate and obtain for the replenishment of the Beaumont Basin. While the term gray water may have been misstated it cannot be used, as it would violate basic public health principles, as it has not received adequate treatment for such usage. The district has been working with the City of Beaumont and others to use recycled water in what has been referred to as the purple pipes and possibly should it meet the public health requirements for recharge through the districts recharge facilities on the north side of Beaumont. The purple pipes are not empty, the district is currently filling them with potable water until the issues of recycled water have been resolved and finalized.
