ON FIRE Fire must become our highest priority. It threatens our lives, our property, our precious Sierra foothills and mountains, and the very viability of our communities. There is no other issue or threat out there that compares. This is about prioritizing our resources where it matters the most, and starting NOW. PCWA's Middle Fork Project in 2013 will finally begin receiving its full revenue stream for generating power; its first 50-year power contracts end and the new license begins-- it will bring in about $50 million per year in new revenues. Of course there are countless competing issues and projects for this new money, the first being sustaining the power system itself which will take half the money. But once the goose that lays the golden egg is secure, the highest priority must be funding fire safety for our entire county. This is doable, and we can start in 2013. My detailed proposal is at http://www.otis4pcwa.com

ON WATER The Bear River Canal failure last year that left PCWA high and dry showed us our water supply is not secure. Reliability must be demanded of PG&E's canal system, so water security is the top priority for canal upkeep. And, every candidate for PCWA Board should support the following. If they don't, find out why:

  • continue PCWA's good management and solid financial condition
  • stabilize water rates at current levels
  • keep water quality high
  • protect our water rights
  • ensure system reliability
  • maintain the power and water systems for all generations
  • make sure development pays its own way, and growth does not occur on the shoulders of ratepayers
  • bring treated water to neighborhoods that are still unserved in Placer County
  • promote water conservation and efficient use
  • support Placer County's policy of sustaining agriculture in our area
  • collaborate with all water utilities in Placer to support water and power development throughout District 5, including Tahoe, Soda Springs, and Foresthill areas.

These goals can be achieved through careful stewardship of the Middle Fork Power revenues, which belong to all the people of Placer County, not special interests. Serving my community in this way has been my passion throughout my life here, as I raised my family and worked tirelessly to build a better community. I served five elected terms as PCWA Director District 5. I have a proven record of service, responsible leadership, and service. Continuous improvement and higher levels of service are my commitment to you.
