Further, the FBI has designated Rancho Santa Margarita as the Safest City in the State of California.

- Development of the first multi-year financial plan, first city budget and first financing models (winner of multiple awards)
- Development of the City's Personnel Policy & Procedures Manual
- Searched for initial City Staffing and City Manager positions
- Hiring of all City Staff Executive Management Positions
- Revenue Neutrality mitigation payments + adoption and management in the budget
- Property Tax Mitigation Income (Plano Trabuco communities)
- Comprehensive understanding of the City budget structure
- Served as Mayor during development of the City's first General Plan
- Established Inaugural Planning Commission
- Established Rancho Santa Margarita banking relationship & investment policy
- Instituted first centralized file management system
- Transitioned County records to the City
- Served as Mayor during the "9/11" crisis
- Developed framework for providing Police Services to the City
- Established Law Enforcement service levels, Neighborhood Watch and Business Watch Programs, Bicycle Police Patrol Team, Child Safety Officer program.
- Served as Development & Design Chairperson for the City Hall and Community Center projects
- Development of first community services programs for the City
- Development and Construction of the Dog Park
- Advertisement, bidding and selection for all of the cities contracted services
