I am against Measure E
My opposition to Measure E really starts with its pre-cursor, Measure V. I do not believe that the city needed to shut down the library in the first place, but used it as a pawn to pass a tax increase. The library budget was around $3.1 million at that time, the tax increase was for $12 million. With the passage of Measure V, the library budget was removed from the general fund budget (where did that "freed up money" go?) and place into the Measure V budget. The balance of the money was used to provide for additional employees, a bit of landscaping, and I believe employee raises.
The bottom line is that Measure V does not expire until 2014. If Measure E fails, the city will not lose one penny of income for the next four years. I certainly understand the need to plan and budget for the future, but this proposal was solely for the purpose of leaving two more opportunities to pass an extension of the tax. Who knows, maybe a higher tax will be needed upon expiration? I believe that the city council and administration should spend the next two years proving to the residents of Salinas that they are using the money wisely, and for the benefit of the community, before asking for any extension of the tax. Further, I believe that any potential extension should come with a sunset clause.
