Cerritos College out of compliance with CVRA of 2002

Successfully bringing Cerritos Community College into compliance with the California Voter Rights Act of 2002.
The California Voter Right Act of 2002(CVRA) is a result of the Federal court case, Thornburg versus Gingles, 478 U.S. 30 1986.

That stated a plaintiff must first establish the three Gingles threshold preconditions:

  • "First, the minority group must be able to demonstrate that it is sufficiently large and geographically compact to constitute a majority in a single-member district...
  • "Second, the minority group must be able to show that it is politically cohesive...
  • Third, the minority must be able to demonstrate that the white majority votes sufficiently as a bloc to enable it... to defeat the minority's preferred candidate." Historically, failure to establish any one precondition was regarded as fatal to a claim under section 2 of the federal Voting Rights Act.

Unfortunately, Since it had been ignored for over 9 years, now the college had to pay attorney fees. If left ignored for longer, the attorney fees would subsequently be higher.

Now, Cerritos College is in compliance, and as a result of MY pro-activeness, it will save money for the students, if left out of compliance.
