If the Sugary Sweetened Beverage License Fee ballot measure passes on November 6, 2012, the new tax revenues should be used primarily to pay for the following public services: police and fire emergency services; parks and recreation programs including new sports fields; health and wellness programs for children and senior citizens; and other projects to prevent and treat diabetes and childhood obesity.
Although Measure "H" is a general tax whose proceeds can be used for any governmental purpose, the City Council, nevertheless, has also placed advisory Measure "C" on the ballot to gauge public interest as to precisely how the proceeds of Measure "H" should be spent if approved by EI Monte voters. Advisory Measure "C" asks EI Monte voters if they would prefer that the proceeds collected from a sugar beverage license fee imposed under Measure "H" be used to pay for police and fire emergency services, parks and recreation programs, including new sports fields, health and wellness programs for children and senior citizens and other projects aimed at preventing and treating diabetes and childhood obesity. Advisory Measure "C" is non-binding on the City Council and the City Council shall not be legally obligated apply the proceeds of Measure "H" to the services and programs identified above. Accordingly, advisory Measure "C" is not intended to transform Measure "H" into a special tax measure whose proceeds could only be spent on the services and programs identified above. Voting "YES" for Measure C means: If the business license fee proposed under, Measure "H" is approved, the voter would prefer that the City Council use the proceeds to pay for police and fire emergency services; parks and recreation programs including new sports fields; health and wellness programs for children and senior citizens; and other projects to prevent and treat diabetes and childhood obesity. Voting "NO" for Measure C means: The voter has no preference as to how the proceeds of Measure "H" are applied as between purposes described above or any other competing governmental expenditures or obligations.

Arguments For Measure C |
Measure C is an important advisory vote that directs the city on how best to
spend the much needed revenue created by Measure H. A YES vote on Measure C
will ensure that the new money will be used to maintain critical public safety
services and to improve the health of EI Monte's children.
Childhood obesity and significant budget shortfalls are unrelated issues that have plagued EI Monte in recent years. Measure C is part of a unique solution that will help alleviate both problems by funding: police and fire emergency services, parks and recreation programs including new sports fields, health and wellness programs for children and senior citizens and other projects to prevent and treat diabetes and childhood obesity. Without the passage of Measure H and Measure C, many of these services may be cut. The City Council put this measure on the ballot to give the community an opportunity to communicate to the City a clear message for the expenditure of these funds. Maintaining basic police and fire services and improving the health of our children are important investments in our future. Measure C doesn't address all of the challenges facing EI Monte, but it is a step in the right direction and will make our city safer and healthier. Please join community leaders from every neighborhood in voting YES on Measure C.
