Although there always seems to be numerous important issues in the water world of Kern County such as the SWRCB Ag. Waiver, groundwater banking, State Water Project Water, USBR water, and two of the most important projects having direct impacts on agriculture in Kern County which are: 1. The major fix of the San Francisco Bay + Sacramento San Joaquin Delta Estuary via a dual tunnel facility beneath the Delta which will hopefully return stability of deliveries of SWP water supplies to local member units of the Kern County Water Agency. The Delta project is being accomplished via the Bay Delta Conservation Plan and the DHCCP which basically provides the rules and regulations for selection and construction of a preferred alternative and the environmental requirements for recovery of the ESA listed species in the estuary. and 2. A substantial reconstruction of the two dams at Lake Isabella via the U.S. Army Corps of Engineers. This process began in May, 2006 when the USACE determined that there existed certain inherent weaknesses in the facilities such as seismic, hydrology and seepage issues which placed this project at the top of the priority fix list in the country mainly due to the downstream risk to the Bakersfield population and various other facilities. |
