My occupation is: Concord City Councilmember (Appointed), Retired U.S. Army Major General

Education and Qualifications:

As a retired U.S. Army Major General and current City Councilmember, I have served our Country and community most of my life. I was Mayor in the 1970's and was appointed to the Concord City Council in 2010. I am proud of the accomplishments during this latter period:

Balancing the Budget: When other cities are failing, Concord has maintained a balanced budget, with a 23% - $16,359,000 reserve for emergencies.

Neighborhood Safety: This solid financial footing has enabled Concord's Police Department to remain fully staffed to keep our neighborhoods safe. I am especially honored to have earned the endorsement of the Concord Police Association, District Attorney Mark Peterson and Sheriff David Livingston for my election.

Cutting Government Red Tape: This year we updated our 50-year-old General Plan, cutting the red tape and time it takes for Concord residents to get a home remodeling permit or start a small business.

Supporting Youth: I helped create Concord's anti-truancy ordinance. If we can keep kids in school they are less likely to get in trouble. I mentor college- bound students to help them perform well on the SAT's.

Sports Complex at Naval Weapons Station: I have been involved in every phase of decision-making on the Naval Weapons Station. I would like to see Concord lease portions of the property to raise money to fund essential services and build a world-class regional sports complex.

Because of the good decisions we have made and our strong financial standing, we have been able to continue funding Downtown Music in the Park, Camp Concord, the all-abilities playground, dog parks and the unique Meadow Homes Spray Park.
