My name is: Gerard Boulanger My age is: 59 My occupation is: Carpet and Upholstery Cleaning Education and Qualifications: I am seeking reelection to City Council to continue the work started right after the recall election in order to: Achieve financial stability, increase support to the Police Department, complete the town by increasing services and businesses, and improve community services. With a new City Council, Attorney, Manager and Finance Director, the past 16 months have seen many positive changes and I am realistically hopeful for the future: Budget was balanced in June using our last reserves. However, our structural deficit has only been partially addressed, (with the important passage of Measure O providing partial help) and balancing the next budget remains a challenge. Bankruptcy was avoided last March thanks to a settlement with a bond insurer company. Our past-due debt of $12.3M necessitates selling our real estate properties, (even though the current market is at a low point) and the city is deep into negotiations. Despite our financial troubles and many obstacles, city closed escrow July 27th purchasing the train station site. Grant money has been allocated to finish the bay trail and build the long awaited train station. The infamous Sycamore North project has been sold and will be finally completed. Transparency in government, anti-cronyism and anti- nepotism now form a firm foundation for this council. A lot has been accomplished, but there is still more to be done; our city needs a long-term financial recovery plan. I humbly ask for your vote to enable me to continue helping the city move forward in a positive and realistic direction. |
