I want to explore every opportunity to increase cooperation and integration of water and wastewater utilities within the Tri-Valley.Thanks to the Alameda County LAFCO, six agencies (Zone 7, DSRSD, and the cities of Livermore, Pleasanton, Dublin, and San Ramon) are currently studying concepts in cooperation, integration, and perhaps, consolidation of Tri-Valley utilities. This study has three phases: 1. Data Gathering (What facilities do all six agencies have? What facilities are redundant?). 2. Develop Options (What level integration or consolidation best serves the community?). 3. Implementation. Staff and a consultant are conducting steps 1 and 2. Step 3 will be political with elected leaders from all six agencies soliciting public input. Step 1 has been completed. Step 2 will begin this October and is expected to take about one year. The key words in the above paragraph are "best serves the community". The leaders of all six agencies will be looking to protect the interests of their constituents. That's only natural and what you would expect. I will be looking to best serve the citizens of Dublin and San Ramon while doing no harm to the citizens of Livermore and Pleasanton. |
