1. How will you prioritize the budget choices the Legislature must make to align the state’s income and spending?

Answer from Joe Dovinh:
We must implement innovative cost-cutting measures. Tax loopholes that do not create jobs or stimulate economic recovery must be closed. Duplicative programs are to be combined. Wasteful spending can be reduced by streamlining systems. Let's look at options to reform our tax code, cut waste, revise spending policies and invest in business and economic development. By focusing on job creation and building on a stable revenue base we can solve our budget problems.

2. What types of changes or reforms, if any, do you think are important to make our state government function more effectively?

Answer from Joe Dovinh:
My goal is to protect and create jobs that sustain middle class working families and our dreams of home ownership, college education for our children, and saving for our retirement. I believe we must provide our students with the quality education they need to develop into productive citizens. I support prioritization of preventive healthcare and reduction of emergency room use for basic health care needs. Solving these issues will also help balance the budget long-term.

3. Fees for public higher education have gone up dramatically and funding has been cut. Is this a priority concern, and if so, what measures would you propose to address it?

Answer from Joe Dovinh:
I support Governor Brown's proposal for higher education since it guarantees stable funding for public education, affects only those who can afford it and is temporary. As is, schools are left stranded and faced with even deeper cuts-- this is unacceptable. We cannot afford to jeopardize our economic growth by denying our students the quality education they need to succeed in a highly competitive job market.

4. What other major issues do you think the Legislature must address? What are your own priorities?

Answer from Joe Dovinh:
My top priorites are Education, Jobs, Health Care.
To be considered successful our State Govenment can only claim success if it creats jobs and restores prosperity.
