Should the Humboldt County Abandoned Vehicle Abatement Program and associated fees (one dollar per vehicle and an additional two dollars for certain commercial vehicles) be renewed for a ten year term under California Vehicle Code Sections 9250.7 and 22710, or any successor statutes thereto, for purposes of removal and disposal of abandoned and wrecked vehicles?
A YES vote would authorize the DMV to continue collecting the AVA Fee in the amount of one (1) dollar for every vehicle registered in Humboldt County, and an additional two (2) dollars for certain commercial vehicles registered in Humboldt County, for a term of ten (10) years. A NO vote would mean that the DMV would stop collecting the AVA Fee. The AVA Fee will not be renewed, and the AVA Fee will not be collected, unless the measure is approved by sixty six percent (66%) of the registered voters voting on the Measure. Vote Yes on Measure Y to help keep abandoned vehicles off our streets and out of our environment.
"Y" is Measure Y on the ballot? For twenty years, all of us who register vehicles in Humboldt County have paid a $1 annual fee on our DMV registration to support the local removal of abandoned vehicles. The fee was last renewed in 2001 (through April 30, 2012). However, a change in State law requires any further renewal to be voted on by the people. "Y" should I vote for Measure Y? The abandoned vehicle abatement fee has kept literally thousands of vehicles from rusting in our neighborhoods, our streets and our streams. In the 12 months prior to June 30, 2011, this fee supported the removal of 3,316 abandoned vehicles in Humboldt County. "Y" are cities supporting Measure Y? The City Councils of Arcata, Eureka, Fortuna and Rio Dell adopted resolutions urging the Board of Supervisors to place the extension of the abandoned vehicle abatement fee on the ballot. Revenue collected from this fee benefits all of us, in cities and in the county, by providing all our local governments resources to deal with abandoned vehicles. "Y" is a fee needed? County and city budgets are stretched thin. Maintenance has been deferred, hours of service have been cut, and voters have supported local sales taxes in some of our cities to help address budget shortfalls. There is simply no money in existing local budgets to replace the $130,000/year generated by the abandoned vehicle abatement fee, and without a renewal of the fee abandoned vehicles will accumulate throughout the county. Remember: Yes begins with Y!
