Shall the Vernon City Charter be amended to remove restrictions on the use of revenues from the City's Light and Power enterprise deposited into the City's Light and Power Fund?
Vernon Charter Chapter 8.12 restricts the use of funds deposited in the City's Light and Power Fund only for purposes of supporting Vernon's Light and Power Department, which offers electricity and gas services to City residents and businesses. Chapter 8.12 prohibits use of the Light and Power Fund for any other purpose under any circumstances. As such, it prevents transfers from the Light and Power Fund to the City's General Fund to support general City services or urgent funding needs as they may arise. The proposed Charter amendment would repeal Chapter 8.12 in its entirety. A "yes" vote on Measure I approves the Charter amendment allowing the use of Light and Power Funds for other purposes, including transfers to the City's General Fund. A "no" vote on Measure I opposes this change to the Charter. If Measure I fails, funds deposited in the City's Light and Power Fund would continue to only be available for purposes of supporting Vernon's Light and Power Department.

The People of the City of Vernon do hereby amend the Charter of the City of Vernon as follows:
1. Chapter 8.12 of Article VIII of the Charter of the City of Vernon will be deleted in its entirety:
After revenues from the City's Light and Power enterprise are deposited into the Light and Power Fund, such revenues shall be used solely for the purpose of supporting the Light and Power enterprise." 2. The City Clerk is directed to certify to the passage of this Charter Amendment and to file it in the Office of the Secretary of State forthwith, and to take such other actions as are necessary to give effect to its passage. |
