2010 Accomplishments while I was mayor:
- Shared services of Payroll with Redwood City; achieved 5-7% pay concessions with all employee groups
- Police (with years of staff reductions and increased overtime) shift to the SM Sheriff Office. All employees retained their jobs; $2M/yr savings; Increased police presence in San Carlos; Trip to jail coverage, motorcycle traffic patrol, community event support and other benefits
- Outsourced Park & Recreation maintenance; Of 7 headcount, 2 were terminated; Better service at significant lower costs ($.5M/yr savings)
- Fire Department reorganization to a federation organization; RC Chief Skinner/Our own City employees; Staff with existing and new pension costs from 70% to 24%(existing)/17%(new)
Oct 1st with new fire department: $1.0M of savings with same level of service; Future benefits with potential savings with County station; smaller vehicle usage and emergency medical services expansion
- Said "NO" to park closures, parking meters, red light camera, Arts & Culture Commission dissolution;
Said "Yes" to Peets
- Two new community events: Goblin Walk & Holiday Lights
- Land/Project Development: In-N-Out Burger, Turf at Highlands, $2.8M grant for East SC, PAMF phase I announcement, Wheeler Plaza community meetings
- 2030 General Plan, Climate Action Plan and Zoning Ordinance updates
- Green: Recycle food scraps, hazardous waste pickup, Recology single stream bin pickup
Franchise agreement with new Shoreway LEED facility,
Mandatory commercial recycling, New green building ordinance, Tier 1 standard
- Branding and Marketing project begins for business outreach
Future Opportunities for 2012:
- Execute on 2010/11 organization changes: Sheriff, Park & Recreation maintenance and
managing new Fire Department (Begins October 1st); Performance measures and customer satisfaction surveys
- Recognition of City staff and volunteers; Implement our new City Coin
- Pursue opportunities with Fire (Edmonds station, >small vehicles, >EMS); Set Standard for County
- Maintain our Balanced Budget; manage our surplus and direct it towards capital & future reserves
- Smart development: PAMF, Wheeler Plaza, Transit Village, Downtown businesses
- Complete Laureola Park Development project
- Redevelopment (RDA) strategy: work with Governor Brown RDA options and Prop 22; (Affordable Housing) (Transit Oriented Development)
- Business development w/ EDAC (Economic Development Advisory Commission)
- Branding/Marketing program for business attraction/retention including development of new City website
- New Plastic/Styro ordinances; Climate action, commercial recycling, fine tuning Recology operation, Building ordinances, LEED certification, business awards
- Develop an Urban Canopy program
- Communication: From broadcast of Council and Planning Commission to redesigned website, Expand Facebook(3000 users) and Twitter applications. Embrace relationships w/ News Media
Make available U-verse and implement new City Videos on web
Consider a City Manager quarterly newsletter for distribution to the community
- Continue to implement shared services: Example of support of HMB Park and Recreation and begin investigation into shared services with Public Works of Redwood City
- Continue to manage our assets / facilities Facility/Master Plan EG: Corp Yard opportunities
- Partner w/ School District / 2+2: School facility (Park, Pool, Theater, Gym); Maximize ROI on existing land; Capital improvements to minimize flooding risks in our City
- Traffic improvements: East/West by Old County/El Camino, Holly, Key corridors like Alameda, Brittan, Howard, SC Ave; create a Downtown Parking Master plan and continue work on Safe Routes to school
- Improved signage (Branding); Update the City's Parking Master plan
- Manage downtown litter ; street sweeping; appearance along Hwy101
- Expand Downtown "dining outside" opportunities
- Explore an Emergency Operations Center; coordinate with County EOC center
