My name is Pamela McVicar, and I am running for re-election as a Member of the Board of Directors of the La Habra Heights County Water District.My name is Pamela McVicar, and I am running for re-election as a Member of the Board of Directors of the La Habra Heights County Water District. I have served as a Director and Vice President of the District since 2009. During my time on the Board, I have focused on ensuring that the District continues to deliver high quality water which meets all state, federal and local guidelines at the lowest possible cost to the homes in La Habra Heights. Our Board has guided the District to ensure an adequate supply of water through the purchase of additional water rights in Central Basin, as well as construction of new storage facilities at the top of Skyline Dr, which will provide the community with adequate water for fire and emergency protection. We have been able to accomplish these major capital projects without a rate increase or a bond issue. We have also implemented reasonable compensation and benefits programs that provide for employees, without creating an undue burden on the District. I am very proud of our district staff and the service they are providing to the community. We are one of the only Water Districts in California that has not had to raise rates in the last five years. I believe that I have the qualifications to be an effective member of the water board. I have four college degrees including an MBA from USC and a Master's degree in Geophysics from Stanford University. I also have a Bachelor of Science in Physics from USC and a Bachelor of Arts in Fine Art from UCLA. I am a member of three Honor Societies: Phi Beta Kappa, Phi Kappa Phi and Beta Gamma Sigma. I worked for Unocal for nearly 25 years in a variety of managerial, geotechnical and finance assignments. I assisted Unocal in making decisions on multi-billion dollar projects, in over a dozen different countries. During my last year with Unocal, I received 3 special performance bonuses for exceeding management expectations. I accepted a retirement package in 2005 when Unocal was sold to Chevron. I feel that my background is ideally suited to helping me make the financial and technical decisions required on the Water Board. Since my retirement, I have been dedicated to giving back to this very special community in which I have lived in with my family for the last 22 years. My two daughters grew up here in the Heights, and they are now graduate students at USC. In addition to the Water Board, I serve on three other non-profit boards. I am Treasurer of La Habra Meals on Wheels, Director and Past-President of the La Habra Heights Improvement Association, and Vice President of the Mad Hatter Guild which supports Children's Hospital of Orange County. I have the dedication, drive and knowledge to guide our district to serve your water needs. Let the three incumbents keep your water rates down.
