Shall Article VI of the Vernon City Charter be amended to eliminate restrictions on the City Council's authority to remove the City Administrator and to reduce the City Administrator's compensation?
Currently, Article VI, Chapter 6.2 of Vernon's City Charter contains a number of limitations on the ability of the City Council to remove the City Administrator. The City Council may not remove the City Administrator without first providing thirty days prior written notice and must also provide the City Administrator with a right to a public hearing prior to removal. The City Council may not remove the City Administrator from office under any circumstances within ninety days of the election of a councilmember unless the City Administrator is convicted of a felony or a crime applicable to municipal officers. Article VI, Chapter 6.3 prohibits the City Council from reducing the City Administrator's compensation within ninety days after the election of a councilmember. Measure D would amend Article VI, Sections 6.2 and 6.3 to remove these limitations on the City Council's authority to remove the City Administrator or modify the compensation of the City Administrator. A "yes" vote on Measure D approves the Charter amendment eliminating the restrictions on the Vernon City Council's ability to remove the City Administrator or change his or her compensation. A "no" vote on Measure D opposes this change to the Charter. If Measure D fails, the existing limitations on the City Council's ability to remove, or change the compensation of, the City Administrator would remain in place. This Impartial Analysis is hereby submitted in conformance with Section 9280 of the Elections Code of the State of California.
