Having an appointed City Treasurer position would result in a cost savings and efficiency measures for the City of Maywood. If the measure is approved it has the potential for future cost savings with the appointment, consolidation and/or delegation of related duties. The benefit to the community to appoint the City Treasurer position and consolidate duties is that, in addition to the cost savings, it will ensure that the office of City Treasurer is filled by a qualified individual who can competently and accurately perform the duties required. Under the current organizational structure the elected City Treasurer answers to the public at large and there has been no accountability. The City Treasurer position has traditionally served as a figurehead position with limited responsibility. The community members now have an opportunity to improve accountability and efficiencies in that office by voting yes for an appointed City Treasurer. A yes vote guarantees that minimum qualifications will be established ensuring that a qualified professional with required experience is appointed and at the same time the roles of the Finance Director and City Treasurer are clearly defined. To assist in this effort, a clear job description, including expectations for performance of the appointed City Treasurer will be established to eliminate any ambiguity. Let's get the City back on track by voting yes for an appointed City Treasurer. This statement is FALSE! When we the people are unhappy with our City Treasurer, we have the right to vote them out! We the people hold the City Treasurer accountable with our vote! We will LOSE this right if Measure "T" passes. VOTE "NO" on Measure "T". The proponents of Measure "T" argue that a "yes" vote, would guarantee that minimum qualifications will be established for an appointed City Treasurer. This statement is FALSE! The only GARANTEES resulting from voting yes on Measure "T" are that the voters will be disenfranchised from their right to Vote a City Treasurer in or out of Office and that 3 people in a city of 30,000 will decide who they appoint as City Treasurer. VOTE "NO" on Measure "T". The argument made by proponents to Measure "T" implies that voting yes will increase the City Treasurer's accountability. This is both True and False. Voting yes on Measure "T" abolishes the Treasurer's accountability to you the Voter, further it makes the City Treasurer accountable and beholden to the majority of the Council!! For over 85 years, it has been the right of the people to vote for whom the people believe will best represent their interest in the Office of City Treasurer. Today you have the right to run for the office of City Treasurer. Today you have the right to vote for whom you believe is the best candidate to City Treasurer. The City Treasurer's Office is independent from the City Council and is responsible for the receipt, custody, deposit, disbursement and investment of all City and Redevelopment Agency funds. Each month, this office prepares, files, and submits the statement of cash position report to the City Council on the City's and Redevelopment Agency's cash and investment standing. The Treasurer's office participates in the budget process, maintains records and reconciles the City's and Redevelopment Agency's bank accounts. VOTE NO on Measure T. The duties of the City Treasurer position over the last several decades has changed dramatically in Maywood. The statements represented by the opponents of Measure T --- are FALSE, FALSE, FALSE. In fact, the City Treasurer in Maywood DOES NOT receive, hold custody of, deposit, disburse or invest any City or Redevelopment Funds as stated by the opponents. There are NO investments! The duties described are performed by a paid professional--the Finance Director. The opponents stated that the City Treasurer prepares, files, and submits the statement of cash position report to the City Council------FALSE AGAIN. Opponents further state that the City Treasurer reconciles the City and Redevelopment Agency bank accounts------ UNTRUE. The fact is this is performed by City staff. So why are we paying for an elected City Treasurer whose duties are performed by staff you ask? Good question. Dear voter, you now have the facts to make an informed decision.
