To provide for and maintain the City's programs and services, including youth facilities, police services, park and recreational facilities; city streets, and other city purposes, shall an ordinance be adopted increasing the transient occupancy tax, which is a general tax charged on persons renting hotel rooms, from 8 percent to a maximum of 12 percent and eliminating the tax exemption for federal and state employees traveling on official business?
The City's Transient Occupancy Tax (TOT) is a tax paid by hotel guests who are primarily out of town visitors in Pittsburg. The hotel guest pays the tax, and the hotel operator collects the tax and regularly sends the funds collected to the City. The current TOT rate is eight percent (8%) of the room rate charged by the hotel operator. This Measure would increase the TOT rate from eight percent (8%) to a maximum of twelve percent (12%), with the City Council setting the exact amount by resolution. The additional revenue generated by the increased TOT would be deposited in the City's general fund, where the revenue could fund general services, including parks, police services, and maintenance of streets, sidewalks, alleys, trees and other public property, as determined by the City Council. The increased tax is a general tax and must be approved by a majority of the voters. The measure also eliminates the existing TOT exemption for state and federal officials and employees traveling on official business. The existing TOT was last increased in 1985 to the current rate of eight percent (8%), and if the measure passes, the minimum rate of the TOT would be ten percent (10%) of the amount charged by the hotel operator. Effect if the Measure Passes A "yes" vote approves the ordinance increasing the hotel tax from eight percent (8%) up to a maximum of twelve percent (12%), with the exact amount set by City Council resolution, and eliminates the exemption for state and federal employees. Effect if the Measure Does Not Pass A "no" vote on this measure does not increase the transit occupancy tax, which would remain at eight percent (8%) of the rate charged by the hotel operator.
