Shall bonds be issued by the Sycamore Community City School District for the purpose of CONSTRUCTION, ADDITIONS, RENOVATIONS AND IMPROVEMENTS TO MAPLE DALE ELEMENTARY SCHOOL AND OTHER SCHOOL FACILITIES AND PROVIDING FURNISHINGS, EQUIPMENT AND SITE IMPROVEMENTS THEREFOR in the principal amount of $17,500,000 to be repaid annually over a maximum period of twenty-five (25) years, and an annual levy of property taxes be made outside the ten-mill limitation, estimated by the county auditor to average over the repayment period of the bond issue sixty-one hundredths (0.61) mill for each one dollar of tax valuation, which amounts to six and one-tenth cents ($0.061) for each one hundred dollars of tax valuation, commencing in 2010, first due in calendar year 2011, to pay the annual debt charges on the bonds, and to pay debt charges on any notes issued in anticipation of those bonds?
