The only way to solve our huge unemployment problem is to improve our economy. My philosophy regarding business taxes and regulations will help get our economy moving again in order to provide jobs for our citizens.California was recently ranked as the worst state to do business in a survey of 600 CEOs. The major factors in this negative ranking were high taxes and excessive government regulations. The Tax Foundation ranks California as the 48th worst state in terms of its business tax climate. California's regulatory burden costs California small businesses $500 Billion per year (several times California's annual budget) and is estimated to cost California approximately 4 million jobs. This poor business environment is a large contributor to California's unemployment rate in excess of 12% which is much higher than the national average. We must change many of our tax policies so that we are competitive with other states. For instance, Nevada, Washington and Texas all have significantly lower business tax burdens. I would support the following tax changes:
