My legislative priorities in State Assembly.

Affordable Housing

Among my legislative actions the first year in the State Assembly:

Single Payer Healthcare: I am a principal co-author.

Split Rolls: There are loopholes in Proposition 13 which permit certain commercial properties to be transferred without triggering an update on property taxes. I am sponsoring legislation to make correction.

Municipal ID program: building on the overwhelmingly successful San Francisco program, legislation allowing every county to implement a similar program.

LGBT/Transgender Prisoner Rights Act: add sexual orientation and gender identify as a factor to be considered to safely classify and house prisoners.

Foster Children: establish a 3 year project for preadoption and postadoption services to ensure successful adoption of children who have been in foster care 18 months or more.

Marijuana Control: Regulation, and Education Act: regulates marijuana like alcohol and tobacco by permitting taxed sales to those 21 and older. The Assembly Public Safety Committee approval was a beginning of the first formal consideration of marijuana legalization in American history.

BART Police Department: establish independent public oversight

If re-elected to the State Assembly, my priorities will include:

Universal access to health care

I am proud of authoring and passing San Francisco's Health Care Access legislation which makes San Francisco the first City in the nation to provide universal health care. However, I believe single payer health care reform, is essential for California to provide universal health care access. I am principal co-author of Single Payer Healthcare legislation in Assembly.

Quality public schools and colleges

In order to provide quality public schools and colleges, one of my priorities is to bring additional resources to the education system. There are loopholes in Proposition 13 which permit commercial properties to be transferred without triggering an update on property taxes. I am sponsor of AB2492 which requires that where 100% of a company changes ownership, from bank mergers and private equity buyouts, the property held by that company and its subsidiaries and affilates must be reassessed, no matter how many purchasers take ownership of the property. I am also author of AB390 Marijuana Control, Regulation, and Education Act which according to an analysis by the Board of Equalization will raise state revenues of $1.4 billion.

Affordable housing

We hear news daily about the horrible status of our home ownership market with foreclosures. California faces a crisis in the availability and affordability of housing. I support housing bond measures, protection of rent control, and other actions that will make funds available for more affordable housing.
