Government worker pensions and health care benefits must be reformed, giving them the same private investing and health insurance options the rest of us get choose from, including but not limited to a 401K. Currently, government worker pensions and health care benefits are a burden to Californians, adding immensely to California's $600 BILLION debt.

I suggest the State legislation simply cut spending and repeal its many failed government programs.
It is the lack of compromise of behalf of the majority party (for the last 30+ years), the Democrats, that creates budget gridlock. Since they are unwilling to negotiate, they are trying to modify the budget laws they fail to work within.
