SUMMARY Talented and highly accomplished Fire Chief Officer with solid experience in fire service management and delivery of services to the public. Progressively responsible duties gained over the course of a career based on exceptional people and organizational skills. Proven expertise in the formulation, implementation and management of programs for a city (only one of two public safety agencies in the State), two fire districts (each with an incorporated city within the district) and two county fire agencies. Demonstrated excellence in the development of innovative programs of all types, including substantial revenue generators. PROFESSIONAL EXPERIENCE Rohnert Park Department of Public Safety, Rohnert Park, Ca.. 6/08 + 8/10 Fire Commander- Fire Chief Responsible for oversight and direction of fire protection service delivery to the City. Command staff member assisting the Director of Public Safety in managing the Department of Public Safety (100+ personnel- $16M budget- Reduced from $19.5M in 2009). Establish direction and maintain Fire/EMS training program for all Public Safety Officers. Oversight and direction of Department fire prevention programs, including new construction coordination. Revamped and rebuilt volunteer firefighter program. Alternate County Operational Area Fire/Rescue coordinator. Responsible for coordination of City's Emergency Operations Center and disaster planning efforts. Developed close working relationships with neighboring fire agencies for enhanced automatic aid agreements including the revamping of response to all incident types. Developed agreement for joint EOC operations with adjacent city and fire district. Successful and productive relationship with department labor group. Achieved current POST peace officer status (attended recertification and supervisory academies). Chairman of Fire Safe Sonoma: non profit organization to support fire agencies and homeowners in wildfire prone areas (prevention and preparedness). Department of Emergency Services, County of Sonoma, Santa Rosa, Ca.. 11/98 + 6/08 Deputy Chief- Fire Marshal Perform Chief Officer duties and function as the deputy department head under the Director (Fire Chief) of Emergency Services (3 divisions-Fire/Hazmat/OES-1 fire dist. 15 volunteer fire departments- 250 firefighters) Led and developed DES Reorganization Plan that includes future staffing, position creation, future funding. Reorganization planning will be tied into the future of fire service delivery to County fire protection areas. Supervise the activities of fire inspectors, assistant chiefs, division managers and battalion chiefs providing mentoring and direction in the execution of daily operations, contingency, future and budget planning. Responsible for disaster planning and organization of County's Emergency Operations Center. Serve as Fire/Rescue Operations branch director during activations. Develop and maintain contractual relationships with outside agencies to provide various services (fire prevention, training, fire investigation, administrative support). Oversee and maintain Dept's operational relationship with Redcom Dispatch including transition of dispatch services. Maintain close relationship with CDF-ECC. Act as Duty Chief for Redcom on rotational basis. Conduct extensive fire safety inspections ensuring compliance with applicable codes and standards and provide valuable inputs in the current development of a new cities/districts/county Fire Code for Sonoma County. Developed close working relationships with Novato FPD, Marin County FD, CDF and other departments to form automatic aid agreements. Responsible for the management and direction of all administrative and operational functions of the Rancho Adobe Fire District (under contract with DES- 5 ½ years-contract now ended). Developed a new construction plan check and inspection program, generating over $800k in increased annual revenue. This program funds three full time positions and has assisted to supplement fire operations funding. Successfully developed and submitted a county-wide code upgrade to increase fire sprinkler coverage from 5000 sq ft minimum to "0" square footage. Established extensive fire safety regulations for development in wildland areas, including a comprehensive vegetation management program. Currently providing oversight for Sudden Oak Death grant outreach program. Chairman- Fire Safe Sonoma- produced two outstanding public education publications- led and assisted with all aspects of wildland public education, vegetation management training, grant seeking, etc. Developed relationship and agreement with State OES to acquire the Region II Communications/Command vehicle to also serve as an emergency backup for Redcom Dispatch. Cloverdale Fire Protection District, Cloverdale, Ca. 06/96 + 10/98 Fire Chief/Chief Executive Officer Directly contributed to district performance by offering expertise, reliability and continuity in fire fighting operations, management and administration, establishing clear lines of communication between staff members and the general public. This was the development of a new fire district from the ground up. Functioned as Chief Executive Officer to the Board of Directors of the district with overall responsibility for management of operations and administration. Formulated and implemented policies and procedures for the new fire district. Devised the framework for a Disaster Response Plan including redesigned EOC operations to enhance operations and district functionality. Established budgets and allocated funds to various operations, monitoring budget variances and implanting corrective actions. Spearheaded the development of strategic alliances and agreements with an adjoining fire districts and CDF, developing an Amador agreement and dispatch transition, in addition to securing an innovative partnership with a local business to provide a water tender that, after testing, lowered the District's ISO rating. Instituted a new staffing supplement program with CDF to increase staff levels in a District that could only provide minimum staffing. Promoted innovative ideas of resource sharing to improve safety and operations. Developed the framework and financing for a fire apparatus master plan that exists today that has been responsible for replacing/adding the entire fleet of District's apparatus (3 engines, Heavy Rescue, Type Designed and implemented a new district fee ordinance including development impact fees. In response to Prop 218, assisted with design and development of a successful tax measure for district funding, raising much needed revenue for the district (saving positions) Marin County Fire Department, Woodacre, Ca. 06/91 + 06/96 Battalion Chief- Fire Marshal Performed Chief Officer level responsibilities in the management of fire prevention programs, code enforcement, hazardous materials mitigation among other fire prevention tasks with additional responsibility for special projects. Closely collaborated with county agencies, department heads and external fire agencies in the development and implementation of fire prevention and education programs. Developed and implemented County's fire safe roofing and sprinkler ordinances; implemented State's Fire Safe Standards related to new construction projects in the SRA. Formulated and developed the inter-agency program (Fire Safe Marin) that has been an instrumental aid to fire agencies and the public. Provided leadership and strategic direction in the creation of master plans for new development in wild land and urban interface areas. Participated in successful negotiations with the Marin Municipal Water District to increase the annual budget for additional fire hydrant installations and water main upgrades (Fire Flow Committee). Devised policy and procedures for the department's cost recovery and fee programs. Served as public information officer cultivating contacts and strong relationships with the media, ensuring positive press coverage for the department and the fire service. Contributed to the County's fire investigation team and provided leadership in fire/arson investigations, performing fire cause analysis for a vast array of fire incidents, including the apprehension of a serial arsonist. Maintained close contact with volunteers in the execution of fire prevention activities. Significantly contributed to various research projects working collaboratively with the Fire Chief and staff. Assisted with development of County's Emergency Operations Center. Coordinated the design and implementation of computer program and to track new construction within the county and monitor cost recovery incidents. Functioned as acting Fire Marshal and coordinated the countywide juvenile fire setter program. Represented the Department on a CDF statewide arson taskforce. Marin County Sheriff's Department, San Rafael, Ca. 6/80 + 10/85 Sausalito Police Department, Sausalito, Ca. Patrol Officer Designed and implemented the county's first canine program that included search, rescue and narcotics detection.
