Introduction

It has been my honor to serve you on the North Coast County Water District (NCCWD) Board of Directors for the past five years. I believe in being responsible and cautious, with no waste, when it comes to spending ratepayers' funds. I ask for your vote so that I may continue to represent you in important issues of water resources and how to use them. Being an effective Board managing distribution of a critical resource is not an accident. Current board members have learned to work creatively and cooperatively. Together, we hold down costs and minimize rate increases to our customers.

About your money and the water district

The San Francisco Public Utilities Commission is upgrading the water delivery system from Hetch Hetchy. To pay for this, in 2005 they began to raise rates charged for water. These rate increases are planned to continue. Despite the steadily growing rates charged by the PUC since 2005, the Board of Directors have increased Pacifica water rates only once, and tried to blunt the effect of the increased cost by creating a fourth tier of water usage. Our Board of Directors, through close monitoring of revenues and costs, has minimized rate increases to our customers.

Our employees voted this year not to request a cost of living increase. Water district employees are constantly looking for efficiencies, and ways to do more for less money. They work hard and smart (efficiently). The water district really needs more employees, but has chosen to use all available funds for building projects already undertaken.

The North Coast County water district is run like a non-profit. Revenue from your water bills is used to pay for
1. The ever-increasing cost of water from the SF PUC (to finance the water system upgrade).
2. Maintenance of an emergency fund, for catastrophic events.
3. Surveillance, maintenance, repair, and improvement of tanks, conveyance systems, and piping.

Protecting our water delivery system

In the past several years, the Board of Directors has focused on protecting our water supply during emergencies, updating computer-based mapping, and better ways to monitor the delivery system and water quality. Although water delivery system infrastructure is acknowledged to be in bad shape all over the United States, ours is largely in good condition. We are carrying through an aggressive plan to replace weak or defective tanks and piping.

Water Quality and Chloramine

I share community concerns about water quality, including the chloramine issue. As a registered nurse with training in Clinical Trials Design and Management, I am keenly aware of the importance of safe water for our citizens. As the only woman serving on the board, I bring an added prespective to the work.

Working for You

I have lived in Pacifica since I was six years old, and come from a family that believes in community service. I am currently employed as a school nurse in Daly City, and as a clinical nursing instructor for College of San Mateo. I have a B.S. degree in Nursing, a B.A. in Psychology, and hold a M.S.degree in Health Science from San Francisco State University.

As a Board member, I will continue to work to

● hold the line on water district spending
● keep rate increases to an absolute minimum
