As a 17 year member of the Board of Directors of the Carpinteria Valley Water District, I have helped set out a long-term capital facilities improvement plan to provide a safe and reliable water source for the residents, businesses and agriculture of Carpinteria Valley. Most but not all of these capital facilities projects have been completed and are on-line and functioning. But there are several which remain to be undertaken. I would hope to serve long enough as a Board member to see these long terms needs come to fruition.

I look forward to seeing completion of the District's Long Term Capital Facilities Improvement Plan, which will fulfill provisions of the mandated Federal Government Clean Water Act and insure a continued delivery of a safe and reliable water supply to Carpinteria Valley. The several aspects of that long-term project are covering the Ortega and Carpinteria reservoirs, development of a 3.8 million gallon underground water storage facility, rehabilitation of District wells and the installation of an improved and efficient delivery system as well as our District's participation in the improvements to the Cater Water Treatment Plant. I will continue to support the design, development and completion of these several major projects.

I will continue to identify and work with a prospective purchaser for a portion of our state water entitlement. With the improved science available to us today, we have determined that our initial state water allocations are in excess of our current and foreseeable future water supply needs. As such, we are actively pursuing and hope to find a legitimate purchaser for 1,000 acre-feet of our state water allotment. If we can reduce our contractual obligation to this commitment we will be able to significantly reduce the burden our ratepayers must bear for this voter approved portion of our water supply.

The complexities of the water delivery systems for residents of southern Santa Barbara County require close cooperation between like agencies. I would hope that we could continue to work closely with those fellow agencies while at the same time effectively reducing for our ratepayers the sometimes-cumbersome financial burden that accompanies these joint power ventures.
