Smart Voter Full Biography for Jim Cooper

Candidate for
Sheriff; County of Sacramento

Sacramento County Sheriff's Captain Jim Cooper has served the people of Sacramento County in the Sheriff's Department for more than 26 years, routinely seeking assignments that directly serve the greater Sacramento area and its youth.

Today, he serves as Commander of the Sacramento Valley Hi-Tech Crime's Task Force investigating Internet crimes against children and identity theft. Prior to that, he spent 9 years as an undercover officer, supervisor and eventually Commander of the Gang Suppression and Major Narcotics Division. A lifetime member of the California Narcotics Officers Association, he is well-regarded for his youth drug prevention teaching curriculum; teaching students about the dangers of narcotics and educating their parents about the warning signs of drug use.

Cooper has been recognized for his work investigating crimes committed by gang members, and has received numerous awards for his heroic undercover work, as well as the Bronze Star for Bravery received for his actions during the 1991 'Good Guys' Hostage Crisis.

--------- Cooper also serves as a founding City Council member for the City of Elk Grove.

As Elk Grove's first Mayor, Cooper set the tone for how the city conducts business today, with transparency, accessibility, regional partnership and public engagement as the cornerstones for a successful government. Cooper drew upon his law enforcement experience to help develop the city's first gang/narcotics unit; a local 911 Communications Center; and expanded the number of police officers on the street.

Cooper also worked to help Elk Grove become one of the region's "greenest" cities; and his voice was critical to developing solutions to some of the city's most significant challenges, including traffic relief; public safety; and providing a balance between jobs and housing in Elk Grove.

In addition, working with his colleagues, Cooper has helped secure over $120 million in federal funds, development impact fees and "Measure A" revenues for transportation improvement projects, parks and libraries.

-------- Cooper has always been passionate about community service and youth programs. Some of the Boards he has served on include The Boys & Girls Club, Big Brothers & Big Sisters, WIND Youth Services, the Sacramento Children's Receiving Home, and local youth soccer and softball programs.

Jim Cooper has a master's degree in Organizational Leadership from St. Mary's College, is a graduate of the FBI National Academy and West Point Leadership Academy, and has been an instructor in Criminal Justice.
