There is no equitable measurement for merit pay.
How can we consider merit pay for teachers? We cannot place students in different socioeconomic backgrounds on the same scale. We cannot place students with language barriers on the same scale with native english speaking students. We cannot control the parental support from one student to the next, nor can we control student responsibility from one student to the next. We cannot say all schools are equitable as far as resources are concerned. There is no way to make this fair, equitable, or sensible. In the end teachers, students, and society as a whole will suffer. Do we really believe that low test scores are the fault of teachers? Do we really believe that high drop out rates are because of underperforming teachers? Teachers have become the scapegoat for societies failure. Are there poor teachers out there? Yes, and we have a built in system to help them improve or remove them. How about instead of rewarding or punishing teachers for student achievement we reward students for their own achievements. There are ways to motivate students if we are willing to invest in our education.
