Andy Quach was elected to the Westminster City Council in November, 2002. Prior to serving on the Council, Andy was the Vice-Chairman of the Westminster Planning Commission and a member of the Westminster Financial Review Committee.

Andy Quach was born in Saigon, Vietnam. In 1980, Andy Quach's family successfully escaped from communist controlled Vietnam, by boat, to America where, after staying in an Indonesia refugee camp for six months they later settled.

He joined the U.S. Navy at the age of 20 and enlisted in the Naval Seabee Battalions as a Heavy Construction Equipment Operator stationed in Port Hueneme, California and Adak, Alaska. Wanting to make the ultimate sacrifice, he later volunteered and was accepted to Basic Underwater Demolition/SEALs training. Later, due to a latent ear condition that prevented deep sea diving, he was honorably discharged from the military. During his tour, he earned several letters of commendations for exemplary service from several commanding officers.

Andy Quach has had an extensive career in public service that includes working for various non-profit agencies, the City of Westminster, the Saddleback Valley Unified School District, the County of Orange, and the U.S. Congress and the U.S. Military.

He has been responsible for the implementation of state and federal grant funded programs for the City of Westminster where he had worked with local employers and trained clients on public assistance to be self-sufficient. From April 2000 to July 2001, Andy successfully trained over 100 CalWORKs clients to gain full-time employment and brought over $200,000 of unemployment tax dollars directly back into the hands of local employers through the California Employment Training Panel.

Andy Quach holds a Bachelor of Arts Degree in Social Science from Chapman University in Orange, California, and an Associate of Arts Degree in Military Science from the University of Alaska in Anchorage, Alaska.
