Joy's political philosophy grew from her day to day contact with members of the community. Simply stated, Joy works to provide services to meet community needs in an ethical, efficient, cost effective and informed manner. Top priorities are police and fire services; streets; infrastructure maintenance; water service;housing; senior and youth programs. Joy believes that visibilty and accountability are vital to good government.

Joy is dedicated to government that involves the community. A Westminster resident for over 50 years, Joy served as a Member of The Westminster City Council for over 24 years. During that time ,Joy was honored as Westminster Citizen of the Year;Chamber of Commerce Ambassador of the Year; President of Soroptimist International of Westminster and "Woman of Distinction"; "American Businesswoman of the Year" by ABWA, PTA Honorary Service and Continuing Service Awards; and as Author of "Westminster Centennial, The First 100 Years". Joy served 15 years as Mothers March Chairman for Westminster in the fight against Polio and Birth Defects.
