Charles Hart was born and raised in Santa Ana, and graduated from Santa Ana High School. He received his Political Science degree from California State University in Fullerton, and recently received his Juris Doctor from Whittier College School of Law.

While obtaining his law degree and studying for the California Bar Exam at night, he has worked full-time for the County of Orange. He currently works as a Contract Administrator for the Orange County Health Care Agency. In his position, he oversees the negotiations and implementation of millions of dollars in contract, as well as memorandums of understanding between the County of Orange and other public and private entities.

Charles is also active in the Orange County Health Care Labor Management Committee, where he serves as the chairperson of the Communications sub-committee.

He also has worked as an Accountant for the Orange County Probation Department, accounting for the cost of supervision and testing of probationers by Orange County.

Charles began his public service career seven years ago with the county at the Orange County Sheriff's Department, where he worked closely with law enforcement officers and agents in gathering confidential information. He also acted as a liaison between the Orange County Sheriff's Department and external organizations, as well as between the Department and the public by facilitating responses for internal and external requests and subpoenas for information. He also worked complex communication programs between local, state, federal, and international law enforcement agencies used in the tracking and apprehension of wanted persons.

While going to school full-time to obtain his Political Science degree, he also worked full-time as an Accountant and HR Assistant for Lloyd Andersen and Company in Santa Ana. In this position, he worked cash flow transactions and provided budget and equity analysis reports; was a buyer for insurance policies, retirement plans, office equipment, and supplies; negotiated contracts for short and long-term plans; and designed and maintained databases and spreadsheets to track and account for sales, inventory, and commissions.

The eight years of accounting and human resource experience in a fast-paced private environment, along with his more than seven years of public government work has taught him to be accurate, timely, and sensitive in addressing the needs and issues of different people from diverse backgrounds. Over his career, he has gained experience from negotiating employee health contracts with private insurance carriers to investigating and participating in the settlement of employee work environment complaints.

Charles currently lives in the Riverview Neighborhood with his wife, Ronea; three children, Lauren, Reagan, and Matthew; and his mother, Lorna Skipworth.
