Council Member; City of Brea

As a law enforcement officer, Ric dedicated 15 years of his life to serving the public. He served various communities in southern California, working to make the areas he served as safe as possible. During his career, Ric was instrumental in apprehending hundreds of fugitive felons and worked various investigations that protected California taxpayers from losing millions of dollars in fraudulent spending. During an assignment in 1999, Ric wrote a legislative proposal that became the framework for part of California's current identity theft law. Due to his high level of dedication and service, Ric received the State of California Sustained Superior Accomplishment award for his meritorious service. After many injuries that he sustained on duty, Ric retired early from the career he loved so much.

Ric has spent over 12 years teaching community college students about the aspects of our legal system. Many of the students in his classes aspire to be future police officers. Ric's law enforcement background allows him to teach courses primarily related to constitutional law, evidence, investigations, organized crime and narcotics. Over the years, Ric has taught hundreds of students at both community colleges and police academies.

During his time as a Brea Planning Commissioner, Ric has continually worked to protect Brea residents from a variety of issues. For example:

  • Because the new Target loading dock had the potential to negatively impact neighboring residents, Ric recommended a vote to limit the use and hours of the loading dock.
  • Ric was instrumental in recommending conditions/sanctions be placed on a development project that planned to move large construction equipment through a residential neighborhood.
  • Ric stood against a project that would have allowed estate size homes to be built along the top of our hills. This project had potentially significant environmental impacts for Brea.
  • Ric has stood in favor of continuing to promote a healthy family environment in our downtown.

Ric holds both a Masters of Public Administration from Cal State Fullerton and a Bachelor of Sciences in Criminal Justice from Cal State Long Beach.
