This proposed ordinance is presented to the electorate of the City of Yorba Linda pursuant to the requirements of the Yorba Linda Right-to-Vote Amendment, also known as Measure B, which is set forth as Chapter 18.01 of the Yorba Linda Municipal Code. The proposed ordinance will result in voter approval of General Plan Amendment 2010-01 and Zone Change 2010-01 to increase the allowed maximum height of buildings and to change a non-residential land use to allow a residential land use greater than 10 dwelling units per acre on property located in the SAVI Ranch Planned Development.

If the proposed ordinance is approved by a majority of the qualified electors of the City of Yorba Linda, General Plan Amendment 2010-01 and Zone Change 2010-01 will not become effective until approved by the Yorba Linda City Council pursuant to the requirements of the Yorba Linda Right-to-Vote Amendment. The City will comply with all applicable procedures and requirements of the California Environmental Quality Act ("CEQA") and the State CEQA Guidelines when the City Council considers General Plan Amendment 2010-01 and Zone Change 2010-01.

The proposed ordinance will result in voter approval of the following:

  • An amendment to the Land Use Element of the Yorba Linda General Plan to add affordable residential housing up to a maximum density of 30 dwelling units per acre as a land use contemplated in the Office and Commercial, Support Commercial and Retail Center sub-areas of the Light Industrial/Business Park land use designation in the SAVI Ranch Planned Development area
  • A change to the text of the Yorba Linda Zoning Code to permit the development of affordable residential housing up to a maximum density of 30 dwelling units per acre within the Office and Commercial and Support Commercial sub-areas of the SAVI Ranch Planned Development zone
  • A change to the text of the Yorba Linda Zoning Code to conditionally permit the development of affordable residential housing up to a maximum density of 30 dwelling units per acre within the Retail Center sub-area of the SAVI Ranch Planned Development zone
  • A change to the text of the Yorba Linda Zoning Code to modify the allowable maximum building heights to permit a maximum building height of 45 feet for affordable residential development projects within the Office and Commercial, Support Commercial and Retail Center sub-areas of the SAVI Ranch Planned Development zone

A "Yes" vote is a vote in favor of and will permit the City Council to consider General Plan Amendment 2010-01 and Zone Change 2010-01. A "No" vote is a vote against the measure and will result in voter disapproval of General Plan Amendment 2010-01 and Zone Change 2010-01.
