The current City law does not impose limitations on the number of terms a person may serve on the City Council. This measure would change the City's law by amending the municipal code to establish a limitation on the number of successive terms a person may serve on the City Council. More specifically, this measure would change the City's law to state that if a person has served on the City Council for two consecutive terms, that person is ineligible to hold office as a member of the City Council for two years following the conclusion of that person's last term of office as a member of the City Council. Under the proposal, service on the City Council for at least two years of a four year term of office is defined to mean service for a full four year term, including a service on the City Council of at least two years by a person appointed to a vacant office by the City Council to fill an unexpired term. To become operative, this measure must be approved by a majority of votes cast on the measure at the November 2, 2010 general municipal election. If you favor limiting the number of successive terms a person may serve on the City Council, then vote "yes." If you oppose this amendment, you should vote "no." If the measure is approved by a majority vote, it will be enforceable on a prospective basis only.
