The Irvine City Council established the Irvine Educational Partnership Fund (EPF) in 2006. Program funds are used exclusively to directly enhance student health and guidance services at Irvine's public schools. In accordance with City Council Resolution No. 07-14, the EPF budget shall receive up to 10% of the City's General Fund Year-End balance in any single year, with a minimum commitment of $500,000 per year. Since Fiscal Year 2006-2007, the City Council has allocated and awarded $2,985,687 in EPF grants. Each year, EPF applications are submitted by the School Districts and their nonprofit organization partners. An EPF Advisory Committee + comprised of representatives of the City, the School District boards, and the community + reviews the applications and makes recommendations to the City. The evaluation criteria include program need and appropriateness, program workplan, target audience, program expertise, program budget, and program sustainability. Throughout the school year, program performance is monitored through the submission of program reports and, when appropriate, site visits. The Irvine City Council established the Challenge Match Grant (CMG) program in 2008. Program funds are used exclusively to assist in academic class-size support. In both 2008 and 2010, the City Council allocated $1,000,000 to be available to the School Districts. The ballot measure describes illustrative class-size support measures and matching funding sources. Each year, the School Districts submit a letter to the City requesting CMG funds in a specified amount accompanied by a financial accounting statement demonstrating fundraising activities and the number of individual gifts received to support the request. Each School District's grant portion of the EPF and the CMG programs is determined by the Irvine student enrollment ratio according to the California Basic Education Data System enrollment report. Historically, approximately 88% of the grant funds have been allocated to the Irvine Unified School District, with the remainder allocated to the Tustin Unified School District. The ability to amend or repeal the provisions of the ballot measure is limited. If adopted, the provisions contained in the ballot measure could be subsequently amended by a four-fifths vote of the City Council, but only to the extent such amendments further or expand the intent and objectives of the measure. Otherwise, all other amendments or any proposed repeal of the measure must be approved by the voters to be effective.
