Shall Term Limits of Three Consecutive Four Year Terms for Fullerton City Councilmembers Be Enacted?

The Fullerton City Council is submitting Measure M to the voters for approval. Measure M would adopt a new section to the Fullerton Municipal Code setting term limits for members of the Fullerton City Council. Measure M will become effective and operative only if a majority of the voters vote "Yes" on the measure.

Currently, members of the Fullerton City Council may serve an unlimited number of terms. Measure M would impose term limits on members of the City Council by limiting members of the City Council to serving three consecutive four-year terms of office. An individual who serves three such terms would be required to wait at least four years from the expiration of the third consecutive term of office before seeking election for another term to the City Council. A partial term of any length would not count towards the three term limit; only full four-year terms would count towards the three consecutive term limitation.

As required by California law, the ordinance would only apply prospectively to terms commencing after the November 2, 2010 municipal election. In other words, no term of office that started prior to November 2, 2010, would count toward the three consecutive term limitation.
