Measure C. School Facilities Support -- Fairfax School District (Bonds - 55% Approval Required)

To improve learning and safety in neighborhood schools and qualify for state matching funds, shall Fairfax School District rehabilitate/replace aging school safety, heating, ventilation, roofing, plumbing, electrical and building systems; upgrade classroom technology and school libraries; build a new school to relieve overcrowding; and renovate, acquire, construct and equip schools; by issuing $24.8 million of bonds at legal interest rates, with mandatory audits, citizens' oversight, no administrators' salaries and all funds benefiting Fairfax schools?

Shall the City of Bakersfield adopt the following law: Effective January 1, 2011, new City of Bakersfield sworn public safety employees will pay 100% of their employee pension contribution and be eligible for a maximum retirement allowance with the Board of Administration of the Public Employees' Retirement System (PERS) at a 2% at age 50 formula based on their average salary calculated over 36 highest paid consecutive months.

To maintain public safety, shall the Bear Valley Community Services District replace the existing nonlockable mailboxes with lockable mailboxes (cluster mail box units) by levying a one-time special tax of $140 on each parcel of land and providing a comprehensive audit to ensure proper use of the tax revenue. The tax will be levied through a one-time property tax on each privately owned parcel within the district.

To improve healthcare in Kern Valley, build a new emergency room, meet current seismic standards, purchase mortgaged assets to reduce annual operating costs, and provide modern medical technology, including cardiac, ultrasound and radiology, shall the Kern Valley Healthcare District be authorized to issue up to $22,700,000 in bonds at legal interest rates, with an independent Citizens' Oversight Committee, annual audits, and provided no funds are used for administrative salaries?
