Measure N. Zoning change to allow Marina Center Development -- City of Eureka (Majority Approval Required)

Shall ordinances be adopted amending the City of Eureka Local Coastal Program, including general plan and zoning amendments, to allow retail, office, multi0family residential, light industrial, restaurant, and museum uses on the "Balloon Track" and adjacent properties, as proposed for the 43-acre Marina Center Project; require additional permit approvals for the development; prohibit "Discount Superstores;" and authorize the City Council to amend or repeal specific limitations on development after 10 years and following appropriate environmental review?

Measure O. Eureka Sales Tax Increase for Public Services -- City of Eureka (Majority Approval Required)

Shall the Eureka Municipal Code be amended to add a one-half of a percent (0.50%) supplemental transaction and use tax to fund essential services such as police, fire, medical response, street maintenance, environmental programs, zoo, parks and recreation with the following restrictions?

  • The supplemental transaction and use tax will expire after five years, unless reauthorized by the voters.

  • A citizen's oversight committee shall be established to conduct annual audits of all expenditures generated by the tax to ensure fiscal accountability and public participation.

Should minor cleanup amendments to various Sections of the Charter be performed to update language for consistency with State law and City regulations; remove outdated references to the Board of Education; remove expired citations, dates and obsolete code sections; update to reflect existing financial reporting systems; and remove obsolete bond revenue/indebtedness provisions?

Shall the Northern Humboldt Union High School District issue $25,800,000 of bonds within legal interest rates to provide finance for specific school facilities projects.
