Shall members of the City Council of the City of Sanger be elected by four (4) single member districts as described in Sanger Ordinance No. 1113 and the Mayor be elected by direct vote of all of the City's electors?
Currently, five City Council members are elected "from" separate districts, but by an atlarge vote by all of the voters within the City. If approved by the voters, Measure L will change that system by reducing the number of City Council districts from five to four, and limiting the eligible voters for any particular City Council candidate to only those voters living within the boundaries of the candidate's district. The terms for each of the four City Council positions will be for a period of four years, with two positions up for election every two years. The first two positions will be elected in November 2012, the second two positions in November 2014, and continuing in that manner biennially thereafter. Currently, the Mayor is chosen from among the five elected City Council members by a majority vote of the City Council. That means that three out of the five City Council members must agree on one of the five in order for the Mayor's position to be filled. If Measure L is approved, the Mayor's position will be elected by a direct vote of all of the voters living within the boundaries of the City, rather than by a majority vote of the City Council members. The term for the Mayor will be two years. Beginning with the election in November 2012, and at each biennial November general election thereafter, the Mayor and two City Council members will be elected. Arguments For Measure L |
Redistricting is needed to ensure that our voices are heard, so that our needs are addressed and our rights are protected. Political lines need to be redrawn so that each
district is roughly equal in population size. It holds our representatives accountable. It's the process and one of our rights. It ensures that our voting strength is not diluted and that all of our elected officials represent us and protects our interests in each district.
The best and most important reason is it gives us fair representation for our city. It is a vehicle to protect rather than threaten. We must participate in this role. Let the citizens of Sanger, California vote for our own Mayor at large and not give this burden to our
City Council. It's one of our God given rights. Don't take this away from the Voters of Sanger.

FULL TEXT OF MEASURE
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SANGER
ESTABLISHING THE ELECTION OF CITY COUNCIL MEMBERS "BY" DISTRICTS, CREATING FOUR (4) SINGLE COUNCIL MEMBER DISTRICTS FROM WHICH THE ELECTORS WITHIN EACH DISTRICT MAY VOTE ONLY FOR THE COUNCIL MEMBER FROM THAT DISTRICT, AND PROVIDING FOR THE DIRECT ELECTION OF THE MAYOR BY THE VOTERS
The City Council of the City of Sanger does ordain as follows: District Election Boundaries District 1 The west, north and east boundaries shall be the Sanger City Limits. The south boundary begins at the intersection of the west City Limits and the north side of the Fowler-Switch Canal; thence northeasterly along the north side of the Fowler-Switch Canal to its intersection with the centerline of Bethel Avenue; thence south along the centerline of Bethel Avenue to its intersection with the centerline of Fifth Street; thence easterly along the centerline of Fifth Street to its intersection with the centerline of Lyon Avenue; thence north along the centerline of Lyon Avenue to its intersection with the centerline of Fourth Street; thence along the centerline of Fourth Street to its intersection with the centerline of West Avenue; thence northerly along the centerline of West Avenue to its intersection with the north line of Northhomes subdivision as shown on map recorded in Book 12 of Plats at Page 92, Fresno County Records; thence easterly along the north line of Northhomes subdivision to its intersection with the centerline of O Street; thence northerly along the centerline of O Street to its intersection with the centerline of Church Avenue; thence southeasterly along the centerline of Church Avenue to its intersection with the centerline of Academy Avenue; thence northeasterly along the centerline of Academy Avenue to its intersection with the centerline of Church Avenue; thence east along the centerline of Church Avenue to its intersection with the east boundary of the City Limits.
