Shall a special tax of $252.29, applicable to all taxable parcels (excluding legal parcels that are entirely underwater) within Bethel Island, be approved for each of ten fiscal years, beginning July 1, 2011, for purposes of maintaining and improving levees and drainage.

Impartial Analysis from County Counsel
The Board of Directors of the Bethel Island Municipal Improvement District has adopted a resolution to levy a special tax on property located in the District for purposes of maintaining and improving levees and drainage. This tax is a special tax pursuant to the California Constitution and requires approval by two-thirds of those voting to pass.

The authorizing resolution requires that the proceeds of this special tax be used in the District for the purpose of funding the Bethel Island Levee and Drainage Revitalization Plan. The authorizing resolution states that the plan "is intended to maintain and improve the levees and drainage in and throughout Bethel Island," and that the plan "would continue raising the Bethel Island levee to meet current height standards; complete the current need for riprap placement on the entire 11.5 miles of Bethel Island levee; and clean and re-grade 19.1 miles of Bethel Island drainage ditches to improve proper water flow."

The special tax, if approved by the voters, will be levied on each taxable parcel located within the Bethel Island Municipal Improvement District, excluding legal parcels that are entirely underwater. The amount of the tax would be $252.29 per parcel, per year. The tax proposed by this measure would begin to be collected for the tax year beginning July 1, 2011. The tax would expire on June 30, 2021.

Proceeds from the special tax may be used only for the purposes set forth in the authorizing resolution and according to other constitutional and statutory provisions. A separate account will be created into which the proceeds of the tax will be deposited. The District's district manager will prepare and file with the Board of Directors an annual written report showing the amount of the tax collected and expended. The tax would be collected at the same time as, and along with, general ad valorem property taxes.

At least two-thirds of those voting on this ballot measure must approve the measure in order for it to pass.
A "yes" vote is a vote in favor of authorizing the special tax.
A "no" vote is a vote against authorizing the special tax.

ARGUMENT IN FAVOR OF PARCEL TAX MEASURE X

The citizens of Bethel Island depend on the maintenance of the local levee and drainage systems. These assets help to ensure the continued safety of the island residents and help maintain property values. Strong support from the community in the form of a YES vote on Measure X will allow the Bethel Island Municipal Improvement District to continue its commitment to provide the level of protection needed for the entire community.

Due to volatile state funding for levee stability programs and the uncontrollable decreases in property tax revenues, the Bethel Island Municipal Improvement District has lost over 25% of its funding, forcing a substantial cut in the District's budget and significantly impacting the funds for important levee and drainage projects. Despite the lost revenue, the need to maintain and improve the Bethel Island levee and drainage systems remains. Stable local funding is necessary to meet the goals of the District to sustain the services directly related to levees and drainage. The island must work together to protect and maintain our community's assets. This can be achieved by voting YES on Measure X.

Measure X is a special tax that would provide much needed funding for maintaining and improving the Bethel Island levee and drainage systems. This local tax, which would be added to your annual property tax bill will be $252.29 per parcel (excluding legal parcels that are entirely underwater). The tax will expire in ten years and all funds generated from this measure will go directly to accomplish maintenance and improvements to the levee and drainage systems.

Bethel Island has a proud tradition of supporting our community. Please join us on November 2nd in reaffirming that commitment. Vote YES on Measure X, a sensible investment in our local levee and drainage systems.
