1. What new ideas could ACWD implement to make sure there is an adequate water supply for a growing population in times of drought?

Answer from Judy C. Huang:
First and foremost, ACWD should continue to promote water conservation. In addition, ACWD needs to look at new local sources of water which are less dependent on the reliability of the Delta and water from the Sierras. Examples include The Newark Desalination Facility, which ACWD has recently expanded under my leadership, and recycled water for non-potable uses such as landscape irrigation and industrial process cooling. I will work with Union Sanitary District to explore development of a source of recycled water. I also support promotion of drought tolerant landscaping -- more than half of the water used by private residences goes towards irrigation.
