The City of Morro Bay controls its finances by grouping certain activities into separate funds. The two major categories of funds are Governmental Funds and Enterprise Funds. Governmental Funds (the largest is the General Fund) are unrestricted and revenue can be spent in anyway the City Council deems appropriate. Enterprise funds are very restricted and cover the majority of their expense with user fees. The main Enterprise Funds are Water, Sewer and Harbor. The City's financial problems are in its General Fund. Taxes have not kept up with the increases in the cost of the personnel that provide the day to day services such as Fire, Police, and park maintenance. For the last couple of years the City has been using one time funds to balance the General Fund budget. This is not a sustainable practice. This situation has to be corrected. When I become a member of the City Council I will not ask our citizens to dig into their pockets unless I am completely convinced that every tough decision to reduce costs has been made. If elected to the City Council I will insist that the City Manager present a General Fund budget that is in structural balance. |
