Lloyd Prosser Biography
Lloyd Prosser came to Oceanside at the age of 3 months, the son of a Marine veteran of three wars and an incredible mother who raised eight children. After graduating Oceanside High School and Mira Costa College, Lloyd received his BS degree in Marketing from San Diego State University in 1968. He married Vickie Floyd (an Oceanside native and daughter of a Marine) and in addition to their children + David, Jeff and Laura - have just welcomed their first grandchild, Ava, to the family.
Prosser was commissioned in the Marine Corps after college, and is a combat veteran of Vietnam (1969-1970). He retired as a lieutenant colonel in 1990. His service includes duty assignments on the West coast, Pacific Northwest, East coast, and in the western Pacific. His leadership experience includes battalion and squadron commanding officer assignments.
Back in his "civvies", Lloyd worked first for the Eastern Municipal Water District in Riverside County before becoming a consultant, working with water and wastewater agencies and municipalities in five states, helping them to improve efficiency by focusing on staff organization and culture, business practices and processes, as well as improved use of technology tools. He is currently Executive Vice President of Municipal Management Group, a firm which who provides operational assessments, performance enhancements, strategic planning and organizational alignments. Among his numerous clients are the cities of San Diego, Anaheim, Santa Rosa, and San Juan Capistrano and the Metropolitan Water District, Irvine Ranch Water District, and Honolulu Board of Water Supply.
Lloyd served as an Oceanside Utilities Commissioner for seventeen years and also as Chairman of two Oceanside Citizens Advisory Committees which were set up to review and update water, sewer and developer buy-in fee rate structures. He has served on the Board of the Marine Corp Recruit Depot Historical Society and was a past president of the Makana Ke Kai (now Oceanside) Outrigger Canoe Club. Current passions include his pet dogs, palm tree cultivation and long quiet sojourns on his Harley, but Oceanside maintains an important position in his heart and has inspired his run for council. In Lloyd's words "I would like to help restore the financial health and stability of Oceanside's city government and create a positive business environment that produces jobs here." |
