Fresh Starts San Bernardino County Homeless Reputation With the growing financial problems facing our county and state, we need a Fresh Start and a fresh approach to our homeless population. I have many years of experience with this issue both as a law enforcement officer and a private citizen. I will work closely with government officials and the private sector to bring solutions to the problems of homelessness in our county by:

Forming a committee to research solutions and provide viable options that benefit everyone in the community. I will meet with government officials, Foundations, and community groups to develop programs that benefit the community and our homeless citizens. Our homeless citizens deserve our compassion. In the current financial environment, good, hardworking people have lost their homes. Law enforcement must have a positive and proactive plan that benefits every citizen. I will provide training to all Deputies on how to connect our homeless citizens with the services and resources they need. I feel it is a crime to allow people to live on the streets without offering them help, and education on how access to community services.

Fiscal Conservative I would like to bring a Fresh Start to the San Bernardino County Sheriff's Department financing and budgeting reviews. I will appoint a volunteer committee to review the audit and devise solutions to maximize the use of funds currently being spent in the Sheriff's Department, especially to make available the maximum amount of technology and resources to the Deputies working in the field and in the jails.

I will be exploring the possibility of using resources such video cameras in high-crime areas, electronic monitoring systems, shot spotters, and an automatic license plate recognition system to identify stolen vehicles. The feasibility of adding K-9's and volunteers into the ranks will also be explored.

Transparency As part of my fresh start approach to the San Bernardino Sheriff's Department, it will be my duty to see that the Department is above reproach in order to restore and retain the respect and trust of the public. My first objective is to make all areas of the Department transparent, especially the jails. There will be an open dialogue maintained with the community and community activists who have questions regarding the Department, including the jails.

In order to bring justice to those wronged and closure to those who have done right, I will have all internal investigations expedited. The community will know the truth, and Deputies will be treated fairly and in accordance with "The Peace Officer's Bill of Rights".

Community Clergy Committee As part of the Fresh Start Initiative in San Bernardino Sheriff's Department, it is important for the Department to understand the cultures and traditions of people of different faiths and ethnicity. To help our Deputies make informed decisions, I will form a group of volunteers from all faiths and cultures. The Committee will educate the Deputies and help them to understand specific needs and areas of concern. It is important to restore trust and respect to those who have felt disenfranchised from the Department.

Education Based Incarceration Education Based Incarceration is a component of the criminal justice system that is focused on deterring and mitigating crime by investing in its offenders through education and rehabilitation. By providing substantive and intellectual education in jails, and being supportive rather than punitive in efforts to reduce crime related behavior, the likelihood to recidivate is lowered while success and stability in the community occurs.

Holding lawbreakers accountable for their actions is the main priority of Education Based Incarceration, and incarceration is the chief means of imposing accountability for acts that threaten public safety. The investment made through Education Based Incarceration is an endeavor in safer and more stable communities.

I have talked with several civic leaders and educators who believe this should be a major tool used in The San Bernardino County Jails. I have talked with jail administrators in other areas that say this works and I agree.

Carrying a Concealed Weapon CCW California is a "May Issue" state; the decision to grant a CCW (Carry a Concealed Weapon) Permit being granted (or refused) at the discretion of the County Sheriff or Police Chief. Some sheriffs/chiefs issue on a reasonable basis, others can be next to impossible to persuade.

I will break down the walls to a CCW permit in San Bernardino County. If you meet the qualifications, you will not be denied a CCW. I will order an audit of this system and take politics out of receiving a CCW.

I am a strong NRA supporter.
