Cleanup of this valuable tract of property should proceed expeditiously.
Our community wants and deserves a full and complete environmental cleanup of the Balloon Track. I am committed to protecting our local environment, and as an environmentalist, I am convinced that now is the time to protect Humboldt Bay water quality. Last October, I hosted a town hall meeting with representatives of the Regional Water Quality Control Board at the Wharfinger Building. They were completely in agreement with the interim clean-up plan as proposed and approved, and so were the majority of our local citizens who attended.
1. Additional testing for contamination and site characterization would continue throughout this first phase of cleanup. Without additional testing, a final cleanup plan cannot be created.
2. Identified "hot spots" of contaminated soils would be removed from the site during the first phase of cleanup, per the requirements of the Regional Water Quality Control Board.
3. This is only the first step towards developing a final cleanup plan for the property. However, the first step must be completed before any final cleanup plan can be created. I'm not asking anyone to change their mind about the proposed Marina Center. I'm simply asking everyone to let the process go forward. The first phase of cleanup must be done in order to create a final cleanup plan for the Balloon Track. Last November, I held a press conference at City Hall, asking everyone involved to let our community move forward with this critical first step of environmental cleanup. Cease Fire! Let's protect the environment today. The legal battles can wait for tomorrow. Unfortunately, an appeal was filed with the Coastal Commission. As supervisor, I voted for this clean-up and attended the Coastal Commission meeting in San Francisco, hoping to be heard, but was denied a chance to speak for you. I don't want to wait another twenty years before we can clean up the site.
