Smart Voter Political Philosophy for Charles Sisian

Candidate for
Commissioner; Township of Hatfield; Ward 4

This information is provided by the candidate

To Hatfield Township Ward 4 Residents:

Almost four years have past since I was elected your commissioner. During this time, I have spoken with many of you about the important issues that face our Township.

I value your input, and feel it has made me more successful. I monitored how every tax dollar is spent, protected our neighborhood ward system and found real solutions to our traffic problems.

My number one priority is still constituent service.

My tenure has never been about how to continue the status quo; it has always been about how we can better serve you, the people of the township.

Within the first 100 days of my term, I established office hours and posted my email and phone number on the Township website, and was the first commissioner to do so that residents could have access to their commissioner.

I believe the residents should know how decisions are made on taxes, spending, and traffic concerns. This is why I fought for three years to get televised Board meetings.

No one could anticipate the current economic conditions. I have exercised fiscal restraint during my entire term voting consistently against lavish spending. This conservative approach to financial management has better prepared our town for an economic downturn without a lost of service to the community. In addition, I will not support a tax increase.

I also encouraged public participation and the township's response to constituent concerns.

As far as traffic improvements they include:

Forty-Foot Road and Koffel Road:

  • Installation of delay left turn and pedestrian count down traffic signals to reduce traffic back log at the intersection.

  • Re-striped intersection for traffic and public safety.

  • Recalibrated Township traffic lights to reduce traffic congestion.

Orvilla and Cowpath Roads: conceptual plan to eliminate Orvilla Road dogleg turn.

  • Scheduled installation of fiber optic cable on Rt 309 to synchronize traffic lights and improve traffic flow.

In the area of smart growth:

  • Collaboration with a corporate citizen, Clemens Family Corporation, resulted in the well-planned Hatfield Pointe Shopping Center (Lowe's) and traffic improvements.

  • Voted against 54 more homes to be developed on Cowpath Road.

  • Stopped development of 28 homes and eliminated additional traffic on Orvilla Road.

Also, since the 1950's, Hatfield Township residents have been electing local representatives by ward to the Board of Commissioners. This system has been crucial in guaranteeing that every neighborhood is equally represented. It's what the majority of voters believe is a fair method of representation. I have always supported the ward system.

But keep in mind, the ward system exist at the will of the Board of Commissioners. It can be changed anytime by a majority vote of the Board.

The opponents to our ward system are still alive and healthy... given the chance they would reverse the progress made during the last five decades to preserve equal neighborhood representation.

My Top Priorities are:

  • Open and accessible government...expand use of televised meetings ... continue office hours, Sisian Report (newsletter) to residents and constituent service.

  • Manage the township budget in a prudent conservative manner. Post the entire budget on Township website.

  • Traffic congestion and public safety improvements.

When two parties are attempting to govern together, debate and discussion are good things. From it, comes an understanding and Township improvements. I will continue to represent my ward residents while encouraging my fellow commissioners to focus on doing what is ultimately best for our community.

As your incumbent commissioner, I delivered open government through televised meetings, newsletters and office hours. I reduced taxes and promoted smart growth allowing for open space. My 38 years experience in operational and budget management serve to strengthen my approach to prudent conservative spending. My military training and Vietnam experience taught me fulfillment through service.

It is my pleasure and honor to serve you. We have done much together, and I look forward to working with you as your Commissioner for another term. I ask for your vote on November 3rd.

Charles Sisian
Vice President
Commissioner
Ward 4
Hatfield Township
