Challenges/SolutionsBy Kathleen M. RoppaCandidate for School Director; North Allegheny School District | |

One of the first challenges for this budget is Act One Funding. With the loss of revenue, where is this loss made up? Majority of the budget is local taxes, so this is a paramount issue. The teacher negotiations along with other bargaining units will be a challenge also. The present stimulus package and what individual school districts will receive is a major question. Other challnges include utility rates an transportation costs. For Act One Funding, the answer includes programs like reamortizing the debt service at a lower interest rate and reviewing inventments and securing the highest interest rates, and looking at alternative funding like grant writng and business partneships. I would suggest that all bargaining unit contracts be extended out for the next couple of year until we get throuh this economic crisis. Other ideas include shared district health care and transportation, centralized purchasing of supplies, consolidation of printers and requests to vendors for discounts. |
