Woodlawn resident for 21 years.
Three time former Woodlawn council member.
Two time former Woodlawn charter commission member.
Professional backround - risk management / loss control.
Current AFSCME/OCSEA local union president.

2. What plans do you have to address your top three priorities? (100 word limit)

Answer from Michael T. "Mike" Donohue:
I will work with other council members to identify mutual goals to address significant budgetary shortfalls. Employ consensus decision making in the course of regular committee work. Solicit the best ideas of the municipal employees who do the work. Empower a business-like culure that allows department heads and their employees ownership of workplace issues that significantly effect them. Assure accountability for municipal services in a top down direction. Evaluate the effectiveness & efficiency of the services we provide.

3. What two actions would you promote to enhance city revenue or decrease city expenditures in order to balance the city budget, given the current economic conditions? (100 word limit)

We need to preserve our revenue stream and resist raising taxes. Federal stimulus dollars must be aggresively sought. All departments must reduce expenditures by a fixed amount across the board. Shared sacrifice will be necessity. Mutual municipal service concepts will need to be explored with neighboring municipalities.

4. What steps should the local government take to ensure that the quality of rental property meets minimum legal standards? (100 word limit)

Answer from Michael T. "Mike" Donohue:
Establish guidelines / standards for exterior maintenance of buildings, landscapes and parking lots. Enforce zoning requirements as well and building codes, as well as general hygiene and fire code standards. Assure zoning code inspections are well researched then coordinated with public services in Hamilton County. Assist Woodlawn residents with public and private agency referrals who may be victimized by unscrupulous landlords.
